Introduced by Seattle Seahawks offensive lineman and Everett native Abe Lucas, Mayor Cassie Franklin delivered her ninth annual State of the City address on Thursday, March 5, 2026, focusing on three main themes: economic momentum, public safety investments, and Everett's identity as a welcoming community.
Franklin announced several new city initiatives during the address. The City is partnering with the Boys and Girls Club of Snohomish County to open a new location at Walter E. Hall Park in Everett's fourth council district. The City also plans to identify pre-approved backyard cottage plans to streamline permitting and expand housing options. Additionally, local artist Will Schlough designed a new mural for the Pacific Avenue Gateway Project near the I-5 entrance to the city.
The Mayor provided an update on the Outdoor Event Center project, saying negotiations for property acquisitions and anchor-tenant leases are ongoing. Franklin projected the facility would draw 400,000 visitors annually to downtown Everett once operational.
Franklin also addressed federal immigration enforcement, referencing a mayoral directive outlining the City's response. "This isn't about politics; it's about safety, dignity, stability and trust," she said.
